President Yoweri Museveni has granted clemency to 19 political prisoners affiliated with the National Unity Platform (NUP), who were recently convicted of various offenses.
“In exercise of the power vested in me under Article 121(1)(a) of the Constitution of the Republic of Uganda, 1995 as amended, and on the advice of the Advisory Committee on the Prerogative of Mercy, I hereby grant a pardon to the individuals listed below for the offenses of treachery under Section 129(a) of the UPDF Act, Cap 330, and unlawful possession of ammunition under Section 3(1)(2)(a) of the Firearms Act,” Museveni stated.The pardoned individuals, convicted last month, faced charges including treachery and unlawful possession of ammunition. Among them is Olivia Lutaaya, a mother of two, who was arrested in 2021 at her Namuwongo home and detained incommunicado for weeks before being charged before a military cout.
Others on the pardon list include: Rashid Sseggujja, Robert Rugumayo Christopher, Muhuyadin Kakoza, Simon Kujambu, Abdul Matoovu, Ronald Kijjambu, Mesach Kiwanuka, Ibrahim Wandera, Asubat Nagwere, Stephen Musakaru, Paul Muyanguzi, Sharif Matovu, David Mafabi, Livingston Katushabe Kigozi, Swaibu Katabi, Siraji Obalayai Mudebo, Joseph Muganza, and Stanley Lwanga.
The 18 individuals referenced were detained following the events of November 2020 and had been held on treason and illegal ammunition possession charges. Although they initially denied the allegations, they entered a plea bargain last month, resulting in prison sentences of three months and 22 days.
State Minister for Youth, Balaam Barugahara, commended the President for his decision, expressing gratitude on behalf of the pardoned individuals.
“Heartfelt gratitude to His Excellency President Yoweri Kaguta Museveni for granting pardon to 19 young individuals who were recently convicted after a plea bargain. Your compassionate decision gives them
a second chance at life,” Balaam remarked.
He also emphasized ongoing efforts to secure clemency for other political prisoners
