President Yoweri Museveni has maintained that the Parish Development Model (PDM) is designed to empower the poorest in communities, advising fund administrators to maintain focus on that priority group.
The President made this revelation on Tuesday March 18,2025 during his ongoing PDM monitoring tour while at Sonsio Village, Walukuba Parish, in Butiaba Sub County, Buliisa District, in the Bunyoro sub-region.
He stated that the PDM is intended for people engaged in subsistence agriculture, and those who have surpassed that level should allow applicants still in subsistence agriculture to access the funds.
According to the President, the 100Million shillings allocated to per parish is just a starting point meant to support the growth of 100 households per parish, and the government is yet to boost its funding.

Area leaders, including Buliisa District Woman Member of Parliament Norah Nyendwoha Bigirwa and Allan Atugonza, the Buliisa County MP, have highlighted the progress made in the PDM program and urged the President to expedite the increase of the PDM resource envelope.

Meanwhile, Titus Tumusiime, one of the PDM beneficiaries and a model farmer, has illustrated how he has effectively utilized the one million shillings loan from the PDM to grow his piggery farm to over five million shillings in just one year.
Beneficiaries have requested interventions for feeds and water in the dry areas of Buliisa.
