The Resident District Commissioner for Kagadi, Caroline Nanshemeza, has suspended the formation of a Water User Board for the Mpeefu ya Sande Town Council Solar powered piped water project until the project is fully completed.
The project, valued at more than 500 million shillings, has faced criticism from residents and local leaders, who say it remains incomplete despite an earlier attempt by district officials to establish the water board.
During a meeting at Mpeefu ya Sande town council headquarters, Nanshemeza halted the planned formation of the Water User Board and gave the district engineering department two weeks to complete the outstanding work and address residents’ concerns.
She also directed the public not to use the installed water taps until a technical assessment is completed.
The RDC accused District Engineer Robert Bukenya of failing to ensure value for public money and overseeing substandard work.
Residents say they paid the required connection fees but many have not been connected, while others say water is not flowing from the taps.
Kagadi District LCV Chairperson Elly Guard Tumusiime blamed the district engineering department for failing to properly assess the community’s water needs before implementing the project.
District Water Engineer Robert Bukenya acknowledged the challenges and said they will be addressed once the Water User Board is established and the project is completed.
