Kyaligonza Byabajungu, also known as Bibiana, has petitioned court challenging the election of Sanday Oscar as Mambugu LC1 chairperson in Kagadi Town Council, Kagadi District.
Oscar received the court summons through Ssentimba Peter and Company Advocates. The case was filed in the Magistrate’s Court of Kibaale as Kagadi Case Number 003 of 2026. The Electoral Commission is also named as a respondent.
In her petition, Byabajungu alleged that the August 1st election was marred by violence, voter bribery and disruptions by security personnel.
She also claimed that her agents were denied verification during the reading of the voters’ register and were forced to sign the declaration form before voting ended.
Byabajungu listed Mugabi Julius from Nyangereka Cell and Kabuye Julius as key witnesses.
The August 1st election was a by-election held after the earlier election was cancelled on July 28th following chaos at the polling station.
Oscar was declared the winner of the fresh election and was sworn in on August 12th, after receiving the official LC1 stamp and assuming office.
Speaking to Paradigm FM at his office in Mambugu, Oscar said he remains the duly elected chairperson and is already carrying out his duties.
He also called for calm, saying he is preparing his defence with the help of his lawyers and the NRM secretariat, since he is the party’s flag bearer.
Some residents of Mambugu contacted by Paradigm FM expressed surprise over the petition, with several condemning the move.
Other residents described the petition as a personal grudge intended to tarnish Oscar’s reputation.
They said the community wants to focus on development and urged Byabajungu to accept the election results and pursue other activities that can benefit her and her family.
